Clarinda Tjia-Dharmadi is the global Co-chair of the firm’s Power Industry Group, specializing in international project development and finance transactions. Ms. Tjia-Dharmadi has more than 18 years of project development and finance experience, which includes the representation of governments, owner / developers, sponsors, commercial lenders, multilateral agencies and government export credit agencies on a wide range of projects, including many of the Asian region’s landmark oil and gas, petrochemicals, mining, power and infrastructure projects.

Ms. Tjia-Dharmadi has significant expertise in the Indonesian oil and gas sector, having advised oil majors, foreign investors, the Indonesian government, state-owned entities, Pertamina, the Indonesian Ministry of Mines and Energy, and the Indonesian oil and gas upstream regulatory agency, BPMIGAS, on Indonesia’s largest oil and gas and petrochemical projects.

Ms. Tjia-Dharmadi also has regional corporate experience and has been involved in structuring and completing cross border joint ventures, mergers and acquisitions and private entity investments for US and other international clients on a variety of structured transactions involving multiple jurisdictions. She has advised debtors and creditors on several of the largest and most complex debt restructuring in Asia.

  • Japan Bank for International Cooperation, Asian Development Bank and a group of commercial bank lenders in the financing of the 314.5 MW Sarulla geothermal project in Northern Sumatra, Indonesia.
  • Japan Bank for International Cooperation and the commercial bank lenders in connection with the US$1.215 billion financing of the Paiton 3 power project in Java, Indonesia, the first power project to close with the benefit of the JBIC umbrella note.
  • A group of commercial lenders led by JP Morgan Chase and Mizuho Corporate Bank Limited, in connection with the US$2 billion restructuring of the Paiton Power Project, a 1,230 MW coal-fired power generating facility located in Java, Indonesia, and the first power project to reach close under Indonesia’s independent power scheme.
  • Sumitomo Mitsui Banking Corporation as lead arranger, and the other commercial bank lenders in the US$1.2 billion financing of the 2 x 660 MW coal-fired Tanjung Jati B power plant in Central Java, Indonesia, the first major Indonesian power project to reach financial close since the Asian financial crisis.
  • The Indonesian State Oil and Gas Company, PT Pertamina, in connection with the Pagardewa gas development project in Indonesia, the first financing to be closed by Pertamina since the regulatory changes brought on by Indonesia’s new oil and gas laws in 2001 and the privatization of Pertamina.
  • Senoko Power Limited as borrower, and GDF Suez.S.A., Marubeni Corporation, The Kansai Electric Power Co., Inc., Kyushu Electric Power Co., Inc. and Japan Bank for International Cooperation as sponsors, in connection with the S$2.65 billion refinancing of Senoko Power Limited.
