PROFILE

Qingyi Pan is an associate in the Beijing office of Latham & Watkins.

Qingyi advises oil and gas, power, industrial, and financial institution clients on a range of environmental matters, including climate change, voluntary and compliance-grade carbon credits, US and global cap-and-trade programs, renewable fuel programs, carbon neutrality, aviation greenhouse gas compliance, and carbon capture and sequestration (CCS) projects.

Her experience includes transactional diligence, contract negotiation, and permitting. Qingyi also advises clients on environmental issues as part of Latham’s Greater China Practice.

EXPERIENCE

Qingyi’s representative matters include advising:

  • A billion-dollar CCS project on the development, permitting and contract negotiation in the Midwest
  • GFL Environmental on the US$835 million acquisition of vertically integrated solid waste collection, transfer and disposal assets, including 32 garbage collection operations, 36 transfer stations, and 18 landfills across 10 US states
  • Microsoft on the deployment of its US$1 billion Climate Innovation Fund
  • American Airlines on greenhouse gas emissions mitigation and disclosure issues
  • Bank of America and Morgan Stanley on environmental commodity transactions, including carbon allowances and carbon offset credits
  • Indigo on the development of its Indigo Carbon business
  • Emergent Forest Finance Accelerator on its legal agreements with donors, credit purchasers and host countries for international REDD forestry projects
  • A real estate developer on the negotiation and structuring of an option to purchase nine million offsets to mitigate the emissions of a large development project
  • A large multinational company on the development, permitting, and structuring of a CCS project in California
  • The Environmental Law Institute in the creation and implementation of the China International Business Dialogue on Environmental Governance and Emission Trading Scheme, a working group promoting engagement between multinational business and environmental policymakers in China
