James (Jamie) Blackburn represents clients in their most sophisticated matters involving the energy sector.

Jamie leverages extensive industry experience to help energy sector market participants navigate proceedings before the Federal Energy Regulatory Commission (FERC), the Department of Energy (DOE), state public utility commissions, and federal courts in matters involving merger, rate, enforcement, markets, and policy issues. He regularly represents:

  • Independent transmission companies

  • Private equity infrastructure investors

Jamie's experience includes advising:

  • Numerous clients in wholesale electric power market design, including issues related to capacity markets, as well as stakeholder engagement with and development of ISO/RTO tariff and manual provisions
  • An independent power producer on FERC enforcement proceedings regarding wholesale electric power markets and tariff compliance
  • A battery energy storage client on a DOE loan guarantee and various clients on funding opportunity applications and diligence with DOE
  • Investors, developers, and lenders on complex financing to develop renewable electric generation and storage projects
  • Numerous clients on energy asset acquisitions and divestitures
  • Investor-owned utilities on FERC adjudicatory proceedings involving transmission return on equity and formula rates
  • A wide array of clients on ongoing market-based rate regulatory and interconnection issues
  • State entities and investor-owned utilities on administrative litigation involving the California energy crisis*
