Steven Peters is an associate in the Washington, D.C. office of Latham & Watkins.

Steven represents clients in intellectual property litigation, focusing on administrative post-grant reviews at the Patent Trial and Appeal Board. He has more than 10 years of experience practicing at the PTAB as a patent agent and attorney.

He has advised clients on patent issues in a variety of venues, including the PTAB, the ITC, the District of Delaware, the Eastern and Western Districts of Texas, the Northern and Central Districts of California, and the District of Minnesota. His cases have related to a variety of technologies including wireless communication (3G, 4G, 5G, Wi-Fi, RFID, and Bluetooth), semiconductors, drones, video streaming, vehicle emissions control, and more.

Steven maintains an active pro bono practice, including representing veterans with disabilities in partnership with the National Veterans Legal Services Program (NVLSP).

Steven has a PhD in Electrical Engineering for which he specialized in physical layer algorithms for wireless communication systems. 

Steven is a member of the PTAB Bar Association and the American Indian Science and Engineering Society.

Steven’s experience includes more than 90 PTAB cases, as well as district court and ITC experience including: 

  • TP-Link Corp. v. Netgear Inc., IPR2023-01393 and IPR2023-01429 (obtained denial of institution for patent owner Netgear, Inc.)
  • DISH Network LLC v. Contemporary Display LLC IPR2019-01163, -01164, -01166, -01167, -01168. (complete wins for petitioner DISH Network, canceling all challenged claims) (affirmed by the Federal Circuit)*
  • TexasLDPC Inc. v. Broadcom Inc., Case No. 1:18-cv-01966 (D. Del.) (dismissed in favor of Defendant Broadcom Inc. more than four years after filing)*
  • Investigation of Certain Radio Frequency (“RFID”) Products, Components Thereof, and Products Containing the Same, 337-TA-1234 (US International Trade Commission) (successfully argued terms for Complainant Amtech Systems LLC at Markman hearing, case settled after claim construction)*
