Alex Ross is an associate in Latham & Watkins Gaikokuho Joint Enterprise and a member of the Finance Department. 

Alex ’s practice focuses on complex, cross-border project development, and finance matters.

He has experience advising sponsors, commercial banks, export credit agencies, and multilateral institutions on all aspects of the development, financing, refinancing, sale, and acquisition of power, oil and gas, chemicals, infrastructure, and mining projects globally. He has advised on projects in Australia, Cambodia, India, Indonesia, Laos, Papua New Guinea, the Philippines, Russia, the United States, and Vietnam. 

Prior to joining Latham, Alex worked in the Sydney and Bangkok offices of a leading UK law firm and served a secondment with the Japan Bank for International Cooperation (JBIC).

Alex is a registered foreign lawyer in Japan, with his primary qualification in New South Wales, Australia. He is a member of the Dai-Ni Tokyo Bar Association.

  • Low Carbon Ammonia Project, USA: Advising Woodside Energy in its pending US$2.35 billion acquisition of OCI Clean Ammonia Holding B.V., including its lower carbon ammonia project located in Texas, from OCI
  • Hydrogen Park Murray Valley, Australia: Advising ENGIE and AGIG on the development of the Hydrogen Park Murray Valley, the world’s first renewable hydrogen blending project*

Oil & Gas

  • Dhamra LNG Import Terminal, India: Advising the project company on the project refinancing of an existing LNG terminal in India
  • Papua LNG Project, Papua New Guinea: Advising the ECAs and lenders on the project financing of the proposed Papua LNG Project in Papua New Guinea
  • PNG LNG Project, Papua New Guinea: Advising the ECAs and lenders on post-closing matters in relation to the US$14 billion senior debt facilities in connection with the PNG LNG Project, a vertically integrated upstream natural gas, associated liquids, and LNG development project in Papua New Guinea
  • Ichthys LNG Project, Australia: 
    • Advising the lenders in the US$20 billion project financing of the Ichthys LNG project, the largest project financing ever taken to market, globally, on post-closing matters
    • Advising the ECAs and a consortium of commercial bank lenders in the US$8.3 billion refinancing
  • Arctic LNG 2 Three-Train Liquefaction Project, Russia: Advising JBIC as a direct lender on the €9.5 billion project financing of the Arctic LNG 2 three-train liquefaction project in the Yamal Peninsula, Russia*
  • Barossa LNG Project, Australia: Advising JERA on the financing of its interest in a UJV to operate an FPSO in the Barossa gas field off the coast of the Northern Territory, Australia*

Petrochemicals

  • Chlor Alkali (Caustic Soda) and Ethylene Dichloride Plant, Indonesia: Advising PT Chandra Asri Petrochemicals, the largest petrochemical producer in Indonesia, on EPC contracting arrangements for the development of a chlor alkali (caustic soda) and ethylene dichloride plant in Indonesia by its affiliate, PT Chandra Asri Alkali
  • Petrochemical Refinery Restructuring, Southeast Asia: Advising the ECAs and commercial lenders on the senior debt restructuring of a petrochemical refinery in Southeast Asia*

Renewables

  • Solar Farm, Cambodia: Advising ADB and the commercial lenders on the limited recourse financing of the first solar farm in Cambodia*
  • Solar Farms, India: Advising the lenders on the limited recourse financing of two 300 MW solar farms in Rajasthan, India. This transaction was awarded “Indian Green Deal of the Year” by Project Finance International in 2020 and “Asia Pacific Renewable Portfolio Financing Deal of the Year” by IJGlobal in 2020*
  • Solar Farm, Vietnam: Advising ADB and the commercial lenders on the first limited recourse financing of a solar farm in Vietnam*

  • Stockyard Hill Wind Farm Project, Australia: Advising Nebras Power on all aspects of the financing, development and governance of the 530 MW Stockyard Hill Wind Farm in Victoria, Australia*
  • Nam Ngum 3 Hydropower Project, Laos: Advising EGATi and the Chaleun Sekong Group on the acquisition and development of the Nam Ngum 3 Hydropower Project, a 480 MW hydroelectric dam in Laos*

  • Thermal Coal Mine, Australia: Advising the sponsor on the limited recourse financing of a thermal coal mine in Queensland, Australia*

Conventional Power

  • Xekong Thermal Power Plant, Laos: Advising The Phonesack Group on the development of the Xekong Thermal Power Plant, a 1,800 MW coal-fired power station and associated coal mine in Laos, being the first cross-border power sale from Laos to Cambodia*
  • Hongsa Mine-Mouth Project, Laos: Advising Bangkok Bank and the commercial bank lenders on post-closing matters in relation to the US$2.97 billion financing of the Hongsa coal-fired mine-mouth power project in Hongsa, Laos    

Infrastructure

  • Bulacan Airport, Philippines: Advising San Miguel Corporation on the US$2.165 billion project financing in connection with the land development works for the new international airport located in Bulacan, Philippines. 
  • New Phnom Penh International Airport, Cambodia: Advising the lenders on the corporate financing of the New Phnom Penh International Airport in Phnom Penh, Cambodia*
