Clement Fondufe is a partner in the London office of Latham & Watkins and the Global Co-Chair of the firm's Africa Practice.

He advises clients on international and domestic corporate, commercial, and financial transactions.

Clement has experience representing public, private, and state-owned corporate clients (including sovereign wealth funds) in the development and financing of large projects and focuses on the oil, gas, petrochemicals, mining, and infrastructure industries.

Clement's experience includes advising:

  • Petroleum Exploration Production Africa (PEPA) in the development and financing of an on shore oil production platform in the Ngoki oil field in the Republic of Congo and a crude oil pipeline to the export facility 
  • An energy company on the development and financing of a biofuels project in the Middle East
  • Saudi Aramco on the development and project financing of a landmark carbon capture and sequestration project in the Middle East
  • Saudi Aramco in the financing of the US$9.9 billion Rabigh Refinery and Petrochemical Project in Saudi Arabia*
  • Saudi Aramco in connection with multiple joint venture refining and petrochemical developments, including Ras Tanura, Jubail, Sadara, Jizan, Motiva, and Yanbu*
  • The sponsors, led by Total, in connection with the US$20 billion financing by several ECAs of the development of an LNG Project in Mozambique; the transaction was named Global Multilateral Deal of the Year of 2020 by Project Finance International
  • The lenders, including several export credit agencies, in connection with the financing of the development of a greenfield export refinery complex in Oman 
  • Assala Energy (a Carlyle Group company) in connection with the acquisition of Shell's upstream onshore hydrocarbon assets in Gabon and a reserved-based lending facility of US$320 million; the Shells assets include over seven existing product sharing contracts
  • The mandated lead arranger and lenders in connection with the US$500 million financing of Phase 1 of the Tonkolili iron ore project in Sierra Leone and the development of associated infrastructure, including roads, bridges, railways, and seaports 
  • Mittal Steel Holdings Limited in connection with the financing of a US$1.3 billion iron ore mining development of the LAMCO project in Liberia and the associated rail, warehousing, and port infrastructure 
  • Mubadala Development Company in connection with the evaluation of an investment in Compagnie de Bauxite de Guinea, a large bauxite mining project in Guinea 
  • The Federal Ministry of Finance of the Federal Republic of Nigeria, in close coordination with other Government agencies, in the structuring and creation of the Nigerian Sovereign Investment Authority 
  • ALSF and the Government of Somalia in connection with the concession agreement for the Aden Abdulle Mogadishu International Airport in Somalia 
  • An AIM listed company in connection with the preparation of its joint bid for an estimated US$600 million Nigerian located oil and gas portfolio 
  • Iberdrola S.A. in the preparation and submission of a successful bid to the French Government in connection with the tender process for the development of a large offshore wind farm in France 
  • A confidential international marketer and technology licensor in a joint venture for the development of a project for the ownership, financing, construction operation, and maintenance of a world-scale greenfield propane dehydrogenation unit (PDH) and a polypropylene unit (PP) in Saudi Arabia
  • The lenders, including Euler Hermes and SACE, on the refinancing and expansion financing of an ammonia facility in Egypt
